Once Anders pushes his shirt off his shoulders, Hawke lifts his hands from Anders' backside briefly, one at a time, to allow the garment to fall off completely and onto the floor, before replacing them. He refrains from tugging Anders closer again, though, only because that would make it more difficult for the other to help him out of his trousers, which definitely need to come off. There's absolutely no reason to break off the kiss, though.
